    Use the Process Explorer from sysinternals.com , by Mark Russinovich
    (Now part of Microsoft.)

    In the lower pane you can see a list of handles that each process has
    open. Use the search for Handles or DLLs feature, where you can find
    which process has a certain file open (and if you search for "c:" for
    example, you'll get a list of all open files on c: ).

    You need to run as administrator, otherwise you only will see your own processes.
