It is pretty simple, really; the sales reps have no incentive. I discovered this in person a few weeks ago when visiting some AT&T stores and kiosks. The sales people dismiss the phones because they do not have apps. They do not stock them. They will tell you that they are in third place in a two-[platform] race.
I suspect the bottom line is that AT&T is not spiffing them for selling Windows phones. There is a lot of marketing going on out there for the Samsung Android devices. Samsung has a popular campaign targeting those fans waiting in line to buy the latest iPhone. However, none of those Samsung ads featured a Windows phone. They featured the Samsung Galaxy.
