The quote from Hilary Clinton is not quite correct, She did not have nearly that level of conviction.

On Friday October 24, Hilary was at a Democratic rally in Massachusetts. 





The quote went more like this:

 “and … Don't let anybody … don't let anybody tell you that, um, you know, It's … corporations and businesses that create jobs. 

As she rubs her hands think of this: https://en.wikipedia.org/wiki/Hand_rubbing 

The length of the gesture is also important. Rubbing hands together and then saying to another person (for example) that one expects to make money, conveys to that person that they should be excited as well. Whereas rubbing hands together while saying the same thing conveys over-eagerness, and possibly the intention to deceive. (ref from Body Language for Dummies) 

Or specifically on Page 164 of Body Language for Dummies: “The slow palm rub can appear devious or crafty, and may leave you feeling a little uneasy. You can bet that whatever positive result may happen is going to happen for anyone but you.”
