Silverlight Unable to find required file mscorlib.dll

If you are using Microsoft Visual Studio 2008 to create a new Silverlight project, you may encounter this error.
Project X could not be opened because the Microsoft Visual Basic 2008 Compiler could not be created. Unable to find required file mscorlib.dll
This means you have loaded Visual Studio 2008, and may also have loaded the Silverlight tools for Visual Studio. But you probably have not loaded the Silverlight SDK yet.
For Visual Studio 2008, there is currently Silverlight 1.1, which will probably become Silverlight 2.0. There is a Silverlight Software Development Kit, and the Silverlight 1.1 or 2.0 runtime itself. You will need to uninstall any Silverlight 1.0 runtime files.
The Program files themselves, including mscorlib.dll, should be found in
C:\Program Files\Microsoft Silverlight\
